This Act establishes the National Identity Management Commission to create, own, operate, maintain, and manage Nigeria’s unified National Identity Database and related services. It empowers the Commission to register citizens and legal residents, issue the National Identification Number (NIN), and provide general multipurpose ID cards. The Act vests the Commission with the authority to set and enforce identity management regulations, safeguard the integrity and security of registered data, and collaborate with relevant public and private stakeholders. Consolidating diverse identity schemes into a single, robust system, the legislation enhances national security, streamlines public service delivery, and supports financial inclusion and socio-economic planning.
