Framed around the goals of achieving universal service, bridging the digital divide, and fostering innovation, it addresses regulatory reforms, capacity building, local content, and broadband expansion. Among the key objectives are creating a knowledge-based society, enhancing ICT infrastructure, promoting e-government services, encouraging private-sector participation, and catalyzing job creation. In addition, the Policy underscores the need for a converged regulator, synergy among national ICT bodies, and robust investment in R&D and indigenous manufacturing.
