Overview

This Framework, developed by the National Information Technology Development Agency (NITDA), establishes a unified approach to building digital literacy and skills for all Nigerians. Its ultimate goal is to raise the country’s digital literacy rate to 95% by 2030. Rooted in a standardised competence model (adapted from international best practices), the Framework breaks down digital competencies into well-defined areas to guide the creation of curricula, training modules, and assessment methods. It highlights the critical role of digital literacy in sectors like education, employment, entrepreneurship, and governance, emphasizing inclusivity and accessibility for underserved groups. The Framework defines common reference points, that aim to streamline policy development, improve training quality, measure progress consistently, and ensure Nigeria’s workforce can thrive in an increasingly digital world.
