It defines “Nigerian Content” as the level of local value added through manpower, materials, and innovation. Among its focal areas are hardware (e.g., local assembly), software development (prioritizing indigenous developers), ICT service usage, capacity-building programs, and intellectual property protection. To ensure compliance, the document describes multi-stakeholder responsibilities, with NITDA and NCC playing central roles in oversight.
