The Digital Transformation Strategy for Africa (DTS) presents a unified framework to harness digital technologies and innovation across the continent for inclusive, sustainable growth and integration. It identifies foundational pillars of policy and regulatory enablers, robust digital infrastructure, skilled human capital, and entrepreneurship—as the backbone of Africa’s digital shift.
The Strategy emphasises building a secure Digital Single Market by 2030 that fosters cross-border data flows, online activity, and e-commerce in alignment with the African Continental Free Trade Area (AfCFTA). It calls for national legal reforms to ensure trust and safety—covering cybersecurity, personal data protection, and consumer protection—while also encouraging collaborative initiatives for affordable connectivity, local content development, and public-private partnerships to spur innovation. Ultimately, the DTS envisions a people-centred, technology-driven transformation, using digital tools to accelerate the continent’s socio-economic development and help achieve the broader goals of Agenda 2063.
